Information about the PAVE electric vehicle scheme spreads fast – and much of it on social media is wrong. This page explains exactly where PAVE.pk gets its information, how we rank sources, and how we verify claims about registration, subsidy amounts, balloting, Phase 2 and EV prices before publishing.
Our Source Hierarchy
| Level | Source type | How we use it |
|---|---|---|
| 1 | Official portal and authorities | Primary source for rules, dates and procedures |
| 2 | Official documents and announcements | Notifications, ECC decisions, EDB notices, SBP circulars |
| 3 | Established Pakistani news organisations | Reporting of decisions and official statements |
| 4 | Reader questions and search data | To decide what to explain, never as proof |
| 5 | Social media, WhatsApp, Facebook | Leads only – never published without confirmation |
Level 1: Official Sources We Rely On
- pave.gov.pk – official PAVE registration, login and status portal
- Engineering Development Board (EDB) – implementing agency
- Ministry of Industries & Production
- State Bank of Pakistan – subsidy transfers and financing schemes
- NADRA – identity verification (we never verify CNICs ourselves)
- Provincial transport and planning departments for provincial EV schemes
Level 2: Official Documents and Announcements
Economic Coordination Committee decisions, EDB pre-qualification notices for EV manufacturers, SBP circulars on EV financing, and the New Energy Vehicles Policy 2025-30. We quote figures exactly as they appear.
Level 3: Established Pakistani News Reporting
We use reputable outlets such as Business Recorder, The Express Tribune, Dawn, APP, Profit/Pakistan Today, ProPakistani and PakWheels to report decisions and official statements. Where reports disagree with each other, we look for the official figure.
Level 4: Reader Questions and Search Data
Questions from readers and search trends tell us what people are confused about – for example “PAVE login not working” or “Phase 2 balloting”. They guide what we write, not what we claim.
Level 5: Social Media, WhatsApp and Facebook
Screenshots and forwarded messages are treated as unverified. Many “PAVE registration” links shared on WhatsApp are fake. We only report such claims to warn readers, or after official confirmation.
Evidence Required for Each Type of Claim
| Claim | Minimum evidence |
|---|---|
| Subsidy amount per vehicle | Official decision or two reliable reports quoting officials |
| Registration opening/closing date | pave.gov.pk or official announcement |
| Vehicle quotas and package size | ECC/EDB decision or reliable report of it |
| Eligibility rules | Official portal or notification |
| EV price | Manufacturer/dealer price list, marked as indicative with month checked |
| New portal or link | Must be on an official government domain |
Our Verification Process
- Identify the claim and who would officially decide it
- Find the highest-level source available
- Compare at least two independent sources for figures
- Label the status: proposed, approved or implemented
- Record the date checked and update the page
Worked Example: Checking a Viral Claim
Claim: “PAVE Phase 2 balloting result announced – check by CNIC at this link.” Check: Phase 2 decisions reported in May 2026 replaced balloting with first-come, first-served processing, and status is only shown in the applicant’s pave.gov.pk dashboard. The link in the message is not on an official domain. Result: We do not publish the link; we warn readers and explain how to check status on the official portal.
How We Test Portals and Links
- Official links must use a government domain (.gov.pk)
- We never enter real personal data into any portal for testing
- Look-alike domains are reported to readers as suspicious
Proposed, Announced and Implemented Are Different
A proposal (for example a fast-track of additional e-bikes) is not the same as an approved package, and an approved package is not the same as open registration. Our pages use these labels carefully.
Subsidy Amounts, Quotas and Figures
Figures such as the Rs80,000 e-bike subsidy, 76,000 e-bikes and 2,170 rickshaws/loaders in Phase 2, or Rs100.36 billion until 2030, are taken from official decisions or reliable reports of them, and updated when changed.
Urdu-Language Sources
Many announcements appear first in Urdu media. We translate carefully and confirm figures against English or official sources where possible.
Review Schedule
Core PAVE guides are re-checked on every official change and at least monthly during active phases; price pages are re-checked regularly.
AI-Assisted Research
AI tools may help summarise long documents or draft text, but every fact is verified by a person against the sources above.
We Do Not Copy Our Sources
We read sources, verify them and write our own explanations, adding steps, tables and tools. We link to official sources rather than copying them.
Linking to Sources
We link to official portals and, where useful, to the news report or document a figure comes from.
Limitations
Government schemes change quickly and official portals are sometimes updated without notice. There may be a delay between an official change and our update. Always confirm on pave.gov.pk before acting.
What Applicants Should Verify Directly
- Your own application, verification and subsidy status
- Current registration window and deadlines
- Approved EV models and dealers
- Bank/financing terms offered to you

Frequently Asked Questions
Where does PAVE.pk get its information?
From pave.gov.pk, EDB, the Ministry of Industries & Production, SBP, ECC decisions and established Pakistani news organisations.
Do you publish updates from WhatsApp groups?
Not without official confirmation. Most forwarded PAVE links are fake.
Why does your information sometimes differ from other websites?
Because we follow the latest official decisions. Many sites still show old Phase 1 balloting information or wrong subsidy amounts.
Our Core Research Principle
If it cannot be traced to a responsible authority or a reliable report of that authority, we do not present it as fact.
